Growing Safely or Building Risk?

چکیده
Problem, research strategy, and findings Limiting housing infrastructure in flood-prone places has long been recognized as critical to managing long-term risk. However, due the difficulty of tracking development at small spatial scales, little empirical conducted explain differences between communities’ floodplain patterns. We analyzed new construction across 5 million parcels state North Carolina develop standardized measures evaluated relationships flood risk management effort outcomes. Statewide, for every property removed through buyouts from 1996 2017, more than 10 residences were built floodplains. At community level, indicators (participation Community Rating System use buyouts) did not consistently align with Based on a sample urban suburban counties, we found 75,000 acres vacant land currently zoned development. Although capture full range mitigation practices, results indicate that local policies often run counter efforts limit risk.Takeaway practice Land planning have potential play larger role mitigation. Modifying federal programs strongly disincentivize could enhance regulation minimize future exposure. Given extensive undeveloped projected climate change, additional manage is needed increases

Safely Harnessing Wide Area Surrogate Computing or How to Avoid Building the Perfect Platform for Network Attacks
We are building a wide area surrogate computing platform, called WASCo, that allows users to dynamically locate, allocate, and exploit resources on surrogate computers spread around the Internet. WASCo allows clients to install and run arbitrary code on surrogates. Uses of WASCo include offloading energy-intensive operations from energy-constrained devices, executing bandwidthintensive queries ...
متن کاملGrowing Alike or Growing Apart? Industrial Specialisation of Eu Countries
This paper documents specialisation trends in 32 manufacturing industries across 13 European countries over the 1972-1996 period. We find that sectoral employment specialisation measured by locational Gini indices has been generally increasing, and that the dissimilarity of industrial structures among the sample countries has grown. Specialisation is most pronounced in “traditional” resourceand...
متن کاملCoronary arteriosclerosis in salmon: growing old or growing fast?
A review is presented of what we know and what we suspect regarding the formation of coronary arteriosclerotic lesions in salmonids. Coronary lesions are a fact of life for both Atlantic and Pacific species of migrating salmon. Severe forms of lesions, usually restricted to the main coronary artery, are typically found in the majority of a salmon population when they are spawning. Vascular inju...
متن کاملBuilding a Morphogen Gradient without Diffusion in a Growing Tissue
In many developmental systems, spatial pattern arises from morphogen gradients, which provide positional information for cells to determine their fate. Typically, diffusion is thought to be the mechanism responsible for building a morphogen gradient. An alternative mechanism is investigated here. Using mathematical modeling, we demonstrate how a non-diffusive morphogen concentration gradient ca...
متن کاملA rapidly growing squamous cell carcinoma or keratoacanthoma or both?
Sir, Squamous cell carcinomas (SCC) of the skin are frequent malignant skin tumours, with an incidence of 30 per 100,000 population per year in Western Europe. In sunnier climates they are even more frequent. SCC usually develop from actinic keratoses. In addition to sunlight, other predisposing factors include ionizing radiation, chronic inflammation with scarring, viral infections and immunos...
